There is a variety of information available for parents of English Language Learner students.  The Virginia Department of Education provides an extensive list in English  (HTML Version) and Spanish. 

Generally in November the Hispanic Heritage Club at Rappahannock High School sponsors La Cena Familia.  This is an evening of food and information for parents of all ELL students in the county.
